Singleton Council says its cleaned up its act, after concerns were raised over the condition of its animal management facility.
RSPCA representatives recently inspected the site, recommending the need for better weather protection for animals.
Cloth blinds have now been installed, while repairs have also been made to a wall following a break-in.
Nearly 170 dogs and 35 cats were housed at the facility last financial year.
