Council is planning to increase its capital works program by around 30 per cent, with an extra $12-million to be spent on roads, amenities and community facilities.
At the same time, implementation of its Fit for the Future improvement plan is set to continue.
The budget will be presented to councillors at a meeting on Thursday.
