Police are appealing for information after five children were approached by a man at Morisset Park at Lake Macquarie on Saturday afternoon.
Officers have been told a man stopped his car near the group on Lakeview Road around 3pm, inviting them to pat his pet Chihuahua.
The group declined and alerted police.
The man is described as being aged in his 70s, with short grey hair and wearing a dark long-sleeved shirt.
The dog is described as a small cream-coloured Chihuahua.
He was driving a white Toyota Corolla with purple tinted windows.
