Armidale Regional Council has welcomed a recommendation from the Local Government Minister, to suspend it for three months.
The minister Shelley Hancock intervened last month, after months of internal conflict.
The suspension would see an administrative team step in while the conflict is resolved.
Councillors are now waiting to hear back from the minister.
