The former president of the Tweed Shire Family Day Care Association has broken down in court, while giving evidence into the death of toddler Travis McCarron.
Jo Goodwin today told the Inquest the guidelines outlining child-to-carer ratios should be changed.
21-month old Travis drowned while on an excursion last April.
