Tamworth Regional Council has withdrawn its offer to pay for the relocation of 11 Dungowan homes, which are deemed as high risk in the case of a major flood event.
Councillors unanimously voted in favour of the change, but land owners will still have the option to sell their property outright.
The situation is at a stand-still while it waits for the outcome of a Dams Safety Committee review.
