The proposed Rocky Hill Coal Mine in Gloucester has been knocked back by the Planning and Assessment Commission.
The decision nearly ten years in the making was refused on environmental grounds, as well as due to the visual effect on the valley, and it not being in the public interest.
It follows a two day hearing of the commission in Gloucester in November.
