Final plans for the Inverell Hospital upgrade have been submitted to the state government, with a chance construction can begin by the end of the year.
The $30-million facility will have a new emergency department, new impatient unit, operating theatre and day surgery unit.
Upgrades to the site have been in the pipeline for almost a decade.
Once approved, the plans will be made public.
