This is happening in USA for the last decade, they mastered this approach, it is not unique.They started with homeless, now they have families living in cars in parking lots.
This maybe be over the winter band aid solution . I am hoping that this initiative has a visionary bigger picture leader foreseeing the consequences. Situation is sad and this solution is sad as well
