Floodwater has inundated low lying areas around Kempsey as the Macleay River peaks at around 6.9 metres.
Around 800 people have been forced to leave homes and businesses in and around Kempsey.
Evacuation centres have been opened at East Kempsey High School, Melville High School, and South West Rocks Anglican Church.
