The Planning Assessment Commission has made more than 30 recommendations in its final report into the proposed extension of the Stratford coal mine, near Gloucester.
The Commission concluded that further assessment is needed on economic information, with the benefits of the project estimated to be considerably smaller than claimed by Yancoal.
It also found that if the relevant actions are taken to lower residual impacts such as noise – before being submitted for determination – the project could be granted consent with conditions.
