Talks have broken down between community group, Friends of King Edward Park, and developer Keith Stronach, over the future of the former Newcastle Bowling Club.
The parties are now headed back to the Land and Environment Court after six weeks of ordered mediation proved unsuccessful.
The developer has plans for a function centre and cafe on the site.
