A plan to transform the Motto Farm Motel into a hotel has split the community of Heatherbrae.
The $250,000 project would see the owner apply for a liquor licence, and use the existing building for a pub-style set-up.
Port Stephens Council has received 85 submissions against the proposal, including a comment from the local Liquor Accord.
Opponents claim the area is vulnerable to liquor and gaming.
The council is assessing the proposal.
