The state government is in talks with a developer keen to transform a mangrove area north east of the Swansea Bridge into a marina and entertainment precinct.
Swansea MP Robert Coombs says they received two expressions of interest after going public with their plans for the crown land last November.
Council would need to change the zoning of the land before any plans can proceed
