If you took a referendum across Australia, what would the percentage of Fracking vs Anti-fracking be? I would estimate at least 75% anti-fracking. In any case it would be the majority. So if the governments purpose is to represent the majority of the people, how does this happen?

To ignore or belittle the voices of protest from so many people who have come to realise the criminal stupidity of CSG development and its consequences, in so many inappropriate places, is a total denial of the democratic process. A government which ignores the natural wisdom of its people will do so at its peril.
